As part of the execution of the Investment Budget (BIP) of the Republic of Cameroon, for the period 2022, the Mayor of Douala 5th, Project Owner, launches an Open National Call for Tenders FOR FOR THE CONSTRUCTION OF A BOREHOLE AT GBPS MASSOUMBOU.

The services to be performed are defined in the Description appended to the Call for Tenders file and consist of:
 Hydrogeological studies for the installation of the borehole
 Borehole construction
 Development and pumping test
 Water analysis
 Surface facilities
 Supply and installation of the pump
 Commissioning of structures.

For a budgetary provision of 8,500,000 (eight million five hundred thousand CFA francs).

Participation in this Call for Tenders is open on equal terms to Cameroonian companies specializing in defined services, in compliance with the regulations in force, and possessing the required administrative, technical and financial capacities. The participation of companies in a consortium or subcontracting is allowed in accordance with the regulations in force.

The services covered by this consultation are financed by the BIP 2022, for a budgetary provision of 8,500,000 (eight million five hundred thousand CFA francs).

The Tender File can be obtained every day during working hours at the Public Procurement Service of the Town Hall of Douala 5th Doors 309 of the BP headquarters building: 10171 Douala Tel: 233 47 15 87 upon publication of this notice, against presentation of a receipt for payment to the municipal recipe of a non-refundable sum of: 20,000 (twenty thousand).

The tenderer must produce his offer in nine (09) copies, therefore one (01) original and eight (08) copies;
 Under penalty of rejection each offer must be written in French or in English, and presented in a single envelope containing three sub-folders (one for the ADMINISTRATIVE FILE, one for the TECHNICAL PROPOSAL and one for the FINANCIAL OFFER).
Envelopes and sub-envelopes must be closed and sealed with the compositions and mentions indicated in the consultation rules. The single fold must bear only the following mention:

The execution period provided by the Project Owner, Contracting Authority for the execution of the works is three (03) months from the date of notification of the work start-up service order.

Each bidder must attach to his administrative documents, under penalty of rejection of his bid, a bid bond of a minimum amount of 170,000 FCFA (one hundred and seventy thousand CFA francs) established according to the model indicated in the DAO,
by a first-class banking institution or insurance company approved by the Ministry in charge of finance, and valid for one hundred and twenty (120) days beyond the initial date of validity of the offers.

Each offer written in French or English must reach the Town Hall of Douala 5 on the third floor of the head office building door 309 no later than 21/07/2022 at 12 a.m. The required administrative documents must imperatively be produced in originals or copies certified true by any competent authority in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must imperatively be valid on the date of submission of tenders. Tenders must bear the mention:
Under penalty of rejection, the documents of the administrative file required must be produced in originals or in copies certified true by the issuing department or competent administrative authority in accordance with the stipulations of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months preceding the date of submission of tenders.
Any incomplete bid in accordance with the requirements of the Call for Tenders Dossier will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance or the non-compliance with the models of the documents indicated in the Call for Tenders File, will result in the pure and simple rejection of the offer without any recourse.

Bids will be opened in one time
The opening of tenders will take place on 21/07/2022 at 1 p.m. by the Internal Commission for Public Procurement of the Douala 5th Commune in the meeting room of the headquarters building of the Town Hall.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
It is mandatory to read any discounts indicated in article 25.3 of the RGAO, in the same forms as those of the financial bid and all the elements mentioned.
The tenderer must take all necessary measures to be validly represented at the opening sessions, in order to validly defend his file and his rights.

The assessment of the offers will be made at the triple administrative, technical and financial level according to the binary mode (YES/NO).
Specific eliminatory criteria:
Any offer that does not comply with the requirements of the Call for Tenders Dossier will be declared inadmissible, in particular:
• Absence of the bid bond at the opening
• Technical score less than or equal to 75% of the essential criteria
• False statement or falsified document; part substitution
• Absence of a quantified unit price in the BPU (financial offer) in the quote and in the price sub-detail.
• Administrative document(s) non-compliant and not regularized within 48 hours after the counting.
• The absence of a sworn statement of non-abandonment of a public contract over the last 03 (three) years and non-presence on the list of the directory of suspended companies of the ARMP.
Essential criteria
The criteria relating to the qualification of candidates will relate to:
1) Presentation of the offer,
2) The detailed site visit report signed on honor accompanied by a photographic report.
3) Turnover and financial capacity
4) Company references
5) The availability of logistical means;
6) The experience of the supervisory staff
7) Proof of acceptance of the market conditions: CCAP and CCTP initialed on all pages, signed and dated on the last page by the company's general manager.

Failure to comply with 06 (Six) of these criteria results in the elimination of the offer. (6/8. 
Financial evaluation conditions
At the end of the technical evaluation, the Financial Offers of the tenderers who have not been eliminated during the technical evaluation, will be evaluated.
 Financial evaluation
The evaluation of the financial offer will be based on the corrected amount of the Offeror's Offer. It will consist of analyzing the consistency of prices, as well as checking the calculations and all the related requirements.

The Contracting Authority will award the Contract to the Tenderer whose tender has been recognized as essentially compliant with the Tender Documents and who has the technical and financial capacities required to perform the Contract satisfactorily and whose tender was evaluated as the lowest price including, where applicable, the proposed discounts.

Tenderers remain committed to their tenders for ninety (90) days from the deadline set for the submission of tenders.
