FOR THE SUPPLY AND INSTALLATION OF 26 SOLAR STREET LIGHTS IN MENJI FONTEM.SUB,DIVISION, LEBIALEM DIVISION
The works comprise the supply and installation of 26 SOLAR STREET LIGHTS IN MENJ FONTEM SUB DIVISION, LEBIALEM DIVISION
The estimated cost after preliminary studies is forty seven million (47 000 000) francs CFA all taxes inclusive.
Participation is opened to all duly registered Cameroonian enterprises with th necessary technical and financial capacities who are not under suspension by the authon in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the SOUT WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial year through budget head (imputation) N°220150.

The maximum execution timeframe provided by the Project Owner for the execution of th works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-ra banking establishment approved by the Ministry in charge of finance and whose list is foun in document No. 11 of the Tender File and Each bid shall be accompanied by a bid securit worth of (940,000 FCFA) 2% of the project amount which is valid for Thirty (30) days beyon the date of validity of bids.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 25/07/2022 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- Pi Stage : verification of the presence and conformity of each administrative document ;
- 2nd Stage : Evaluation of the technical bids ;
- 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:
i. Eliminatory criteria They are especially:
¨ Absence of bid bond,
* False declaration or forged document,
* A technical score of less than 70%,
¨ Enterprise with abandon project in the SWR
* Enterprise under suspension
- Absence of quantified unit price, H. Essential (main qualification) criteria The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
- Experience of the enterprise (enterprise's references presentation of offer in electrification works);
- Key personnel/staff to be'inobiliSed;
- Methodological note/organiSationOtthe work site;
- Equipment put at de disposal of th koject;
- Financial capacity:(2,000-000)
- Execution deadline
The jobbing order shall._avircled to the bidder whose bid is in conformity with th dispositions. of the tender file and on the basis of the lowest bid and technically waffle( in accordance with article 99(a) of the public contracts code. That is, it shall be award: to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their bids for 90, days from the deadline set for submission of bids.
