Withintheframeworkof the state and the Buea council budgets of 2022-2027, the Buea City Mayor hereby, launches an international Invitation to tender for the for the collection, transportation of household garbage, sweeping and cleaning of streets, public places, bus stop, moto parks and markets, the development and operation of the waste treatment center ofthe city of Buea,Fako division, South West Region.
The main purpose of the services is the cleanliness in the city of Buea
The services consist of:
-the placing in garbage bins ... in appropriate areas and their emptying;
-the installation of wastepaper baskets in squares and public gardens as well as their emptying;
-the collection of household garbage;
-the transport of garbage and other waste in the moto parks;
-the sweeping and cleaning of streets, public squares, bus stations and markets;
-the development and operation of the Musaka Waste Treatment Center;
-all other subjections necessary to a good level of cleanliness of the city.
The estimated cost of the operation after the preliminary studies is:4 957 672 502 FCFA HT for 5 years (2022 a 2027).
- 96.5% State of Cameroon;
- 3.5% Budget of the Buea City Council.
The services are not constituted into lots
The participation is open to companies and / or groups of companies under Cameroonian or foreign law, practicing as much as possible in the sector of management of household waste.
The services of this invitation for tender are financed by the budgets of the State of Cameroon and the Bueacity council for 2022-2027 Fiscal Years.

The overall execution time of this contract is: 5 (five) years, as from the 01 January 2022 till 31st December 2027.

NB: The offer must be accompanied by a CD or a USB drive containing the numerical version in
Excel format of the quantitative and estimated detail frame.
The opening of the folds will be done in a time.The opening of Administrative documents, technical and financial offers will take place on the 06/09/2022 2022 at 11 o'clock pm by the Internal Tender Boardof the Buea Council in the
deliberations room of the Buea City Council.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
The eliminatory criteria are as follows:
- Absence of the bid bond;
- Absence or non-conformity of a document in the Administrative file after the additional 48 hours to be granted, if applicable;
- Falsified document (s) or false statement (s);
- Absence of a declaration of honor stating that the market has not been abandoned for the past three years and that it is absent from the list of failing companies established by MINMAP;
- Technical score less than 70 out of 100;
Omission in the financial bid of a unit price or lump sum quantified within the framework of the estimate and quantitative estimate.
Under pain of rejection, the bid bond and the bank debit confirmation must be produced in originals, the other documents in original or certified copies. These Administrative justifications must be less than three (03) months old and conform to the templates.

Only tenderers who have obtained at least 70 out of 100 in the technical evaluation will be admitted to the analysis of the financial tender.
The financial note shall be calculated as follow:
Financial note =100 X Amount of the lowest tender
Amount of the considered tender
The final note shall be calculated as follow:
Final note =70% technical note + 30% financial note
NB: the evaluation of essential and sub-criteria criteria is binary, with validation thresholds attached to it. And to take into account the relative importance of the different criteria or sub-criteria, a weighting is carried out in the case of positive (yes) or negative (no) evaluation according to the last columns of the table above.
The bidder will be chosen by Cost-Quality method in regards of selection methods described in this open international invitation to tender.
Bidders remain committed to their bids for 90 days from the deadline for submission of bids.
