The Président of the West Régional Council, Contracting Authority, is launching a National Invitation to Tender in emergency procédure for: for development works of certains tourist sites, gardens and public squares, in the Noun Division

Those Works include the following opérations, the list of which is not exhaustive:

• DEVELOPMENT WORKS OF THE ESPLANNADE AND THE ENTRANCE OF THE ART MUSEUM IN FOUMBAN COUNCIL, NOUN
• REHABILITATION  WORKS ON STAIRWAYS AND SHELTERS AT THE MBAPPITT LAKE -FOUMBOT
• DE VELOPMENT PROJECT OF THE  "FOYER DE TROIS PIERRES" TOURIST SITE OF KOUPA-MENKE-KOTABA
• DEVELOPMENT WORKSOF THE MECHI  TOURIST SITE AT MALANTOUEN
• VALORIZIG PROJECT OF THE " LA GROTTE LAH-BAH" SITE IN THE MASSANGAM COUNCIL
• CONSTUCTION WORKS OF A TOURIST INFORMATION BUREAU IN EACH OF THE FOLLOWING COUNCIL :
• NJIMOM
• FOUMBOT
• BANGOURAIN
• MASSANGAM
• KOUTABA
• KOUOPTAMO
• MAGBA
• MALBNTOUEN

The estimaled cosl of the opération at the end of the preliminary studies is 135 000 000(one
hundred and thirty-five million) FCGA Francs

Participation in this invitation to tender is open on equal terms to Cameroon-based companies with adéquate expertise in the urban development sector.
The participation of companies in group is allowed provided that the head partner is designated and that the spécific attributions of each member of thie grouping are clearly stated in the grouping agreement

The Works covered by this invitation to tender are financed by the Budget of the West Régional Council of the West Régional Council, for the 2022 Financial Year.

The tender file can be consulted during working hours at the headquarters of the West Régional Council in Bafoussam as soon as this notice is published.

The file can be collectcd during working hours as soon as this notice is published upon payment o a non-refundable sum of one hundred and five (105 000) CFA francs at the Treasure of the West Régional Council.

Each bid drafted in English or French in seven (07) copies, one (01) original and six (06) copies labeled as such, must reach the Secrétariat of the Président of the West Régional Council at Bafou.ssam B.P: 1112; no later than the 08/09/2022 at 09 Am, local time, and shall bear the following:

The duration provided by the Client for the fulfilment of services subject of this tender is 03 (three) months

Each bidder shall attach in his administrative documents, a bid bond issued by a first institution approved by the Ministry in charge of Finance featuring in the tender file, an amount of 2 700 000 (two million seven hundred thousand) FCFA Francs.
This provisional bid bond shall be delivered 30 days valid for one hundred and twenty (120) days beyond the original date of the validity of the offers.

Under penalty of rejeclion, the administrative documents required, shall be produces in originals or true copies certified by the issuing service or an administrative authority (Sub-Divisional Officer, Divisional Officer...) in accordance with the wiih the provisions of the Spécial Rules of the invitation to Tenders.
They must be dated within three (03) monlhs prier the original bid submission date or after the date of signature of the tender notice.
Any incomplete offer in accordance with the requirements of the bidding documents shall be declared inadmissible.
NB: Any bid received after the times and dates prescribed in the tender file will be rejected outright.

The bids shall be opened once, on the 8^" September at 10 AM. The évaluation of the administrative, technical and tlnancial bid vvill be done by the Internai Tender's IBoard at the headquarters of the West Régional Council at SOCADA.

1. Eliminatory criteria
i) Absence of Administrative Document or not in conformity with the bid opening and not corrected within 48 hours;
ii) false statement scanned or présentation in the offer of falsified documents;
iii) Non-compliance with the models and requirements ofthe SOW;
iv) Omission of a quantified unit price in the Financial offer;
v) Failure to meet at least 70% of the essential criteria;
vi) Absence of the bid bond ;
vii) Absence ofa déclaration on honor that no project bas been abandoned in the last three years;
viii) Have a project for the year 2021 still in progress due to the company.
ix) Absence
of financial capaciiy in the amount at least equal to one the third of the estimatcd amount of the lot applied.
2. Essential criteria
Bids shall bc cvaluated accordins to the followins criteria:

The contract is awarded lo the bidder having presented offers in conformity, administratively,
technically qualified and financially, and evaluated as the lowest best bid.

Bidders are bound by their offers for a period of ninety (90) days. from lthe deadline set  for the submission of tenders
