The Vice-Chancellor of the University of Bamenda is launching a National Open Call for Tenders in emergency procedure for the acquisition of two (02) administrative vehicles type SUV 4x4, in a single lot for the Central Administration of the University of Bamenda.

The services, subject of this Invitation to Tender consist of the supply of two (02) SUV 4x4 vehicles whose administrative power will not exceed 13 HP, including all the formalities necessary for the entry into service of the said vehicles.

The estimated cost of the project is Seventy million (70 000 000) FCFA all taxes inclusive.

The supplies shall be in a single lot. 

This open invitation to tender is intended for any Cameroonian statutory company operating in this sector of activity and having experience in the supply of vehicles

This tender shall be financed by the Public investment budget of the University of Bamenda for the 2022 financial year on budget head 244-05-02-461-360045-227605.

The tender file may be consulted and withdrawn during working days and hours as from the publication of this notice at the Secretariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda P.O.Box 39 Bambili.

The file may be obtained during working hours upon publication of this notice at the Support Unit for the Launching of Tenders, at the Secretariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda, P.O.Box 39 Bambili. Withdrawal of the file will be done upon presentation of a receipt of payment of a non-refundable sum of 80 000 (Eighty thousand) CFA francs in the CAS-ARMP Special Account N°10001-06860-33598860001-94, opened in BICEC Branches

Complete offers written in English or French in seven (07) copies, including the original and six (06) copies, marked as such, sealed in an envelope shall be deposited at the Secretariat of the Development, Physical Plant and Infrastructure Office of the University of Bamenda, on or before 11/09/2022 at 10 am, local time. FOR THE SUPPLY AND INSTALLATION OF BIOMEDICAL AND BIOTECHNOLOGICAL EQUIPMENT FOR THE NATIONAL HIGHER POLYTECHNIC INSTITUTE (NAHPI) OF THE UNIVERSITY OF BAMENDA

TO BE OPENED ONLY DURING THE BIDS OPENING SESSION” 

The maximum delivery deadline provided for by the Project Owner for delivery of the supplies related to this tender shall be twenty-eight (28) days.

Each bidder must include in their administrative documents a bid bond issued by a financial establishment approved by the Minister of Finance of amount of One million four hundred thousand (1 400 000) FCFA.

The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).

To risk not being rejected, the other administrative documents required must be produced in originals or certified true copies by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender. Their date of validity must be posterior to the date of signature of the tender notice.

Especially, the absence or non-conformity of a bid bond issued by a financial establishment approved by the Ministry in charge of Finance shall result in the reject of the bid.

The bids shall be opened in a single phase on 11/10/2022 at 11 am at the Board Room of The University of Bamenda, in the presence of bidders or duly authorized representatives heaving full knowledge of the file.

Eliminatory criteria

-          Incomplete or non-compliant administrative file at the end of the 48-hour period granted by the Procurement Commission to comply.

-          Absence of the bid bond;

-          Non-compliance of the submission template;

-          False statements or falsified document(s);

-          Having abandoned the execution of a public contract during the last three years;

-          Absence of a quantified unit price in the Unit Price Schedule;

-          Non-compliance wit the one of the major criteria;

-          Non-compliance with at least 75% of the essential criteria.

Major criteria

-       Type of motor: GAS

-       Cylinder: 1595 Cm³ at least

-       Administrative power: maximum 13 CV;

-       Number of seats: minimum 05

-       Fuel tank capacity:  Minimum 55L

-       Traction : 4WD

Essential criteria

The essential criteria will be evaluated through the attached evaluation grid following the (Yes/No) system.

The contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest. 

It is specified that the tenders will remain committed to their offers for three months from the deadline set for the submission of tenders. Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
