FOR THE CONSTRUCTION OF THE GLASS ENCLOSURE OF THE OPEN BALCONIES OF THE NEW COUNCIL BUILDING
The works comprise the following:
The works comprise the output of the preliminary studies is the placement of glass works mixed with aluminium framing
The estimated cost after preliminary studies is Ten million (10,000,000) Francs CFA
Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender
Works which form the subject of this open invitation to tender, shall be financed by Buea council investment Budget of the 2023 financial year, budget head Number 23329

Each bid drafted in English or French in Seven (07) copies including one (1) original
and six (06) copies marked as such, should reach the office of the Project

The maximum execution deadline provided for by the Contracting Authority shall be Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No 11 of the tender file, of an amount of two hundred thousand (200,000) Francs CFA

The bids shall be opened in a single (01) phase on 3/3/2023at 10.am local time by the Buea Council Tenders Board in the Buea Council Chambers.
Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.
Any bid not meeting with the requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
+ Absence of a document in the Administrative file 48 hours after opening;
+ Execution time greater than that prescribed in the Tender that is 2 months
+ False statement or falsified documents in the Tender Files;
+ Omission in the financial offer of a quantified unit price
+ Presence on ARMP's list of Enterprises which abandoned the execution of contracts;
+ Technical marks less than 70%
+ Absence of bid bond or non-conformed bid bond during bid opening session;
B. ESSENTIAL CRITERIA

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders.
