The works comprise the following:
The works comprise the output of the preliminary studies, foundation works, face works, roofing, metal works, electricity, painting, landscape protection etc.
The estimated cost after preliminary studies is fifteen million (15,000,000) Francs CFA
Participation is open to duly legalized Cameroonian
Works which form the subject of this open invitation to tender, shall be financed by Buea council investment Budget of the 2023 financial year, budget head Number

The maximum execution deadline provided for by the Contracting Authority shall be Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the tender file, of an amount of three hundred thousand (300,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on 03/03/2023 at 11 am local time by the Buea Council Tenders Board in the Buea Council Chambers.
Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
- Absence of a document in the Administrative file 48 hours after opening;
- Execution time greater than that prescribed in the Tender that is 2 months
v False statement or falsified documents in the Tender Files;
+ Omission in the financial offer of a quantified unit price
- Presence on ARMP's list of Enterprises which abandoned the execution of contracts;
- Technical marks less than 70%
- Absence of bid bond or non-conformed bid bond during bid opening session;
B. ESSENTIAL CRITERIA:
The criteria relating to the qualification of candidates could indicatively be the following:

They must obligatorily not be older than three (03) months preceeding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not inconformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.

Any bid not meeting with the requirements of the Tender File will be declared inadmissible.

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders
