Within the framework of the implementation of project activities, the Project Coordinator of the Agriculture Infrastructure and Value chain Development Project (AIVDP) hereby launches an Open National Invitation to tender for the construction of Phase II of the Head Office of the South West Association of Village Barns (SWAVIB) in Buea in the South West Region

The works that are subject of the present tender shall be in 01 (one) Lot. The various works to be executed are as follows:

-        Preliminary works

General earth works

Masonry works Concrete works Roofing

Ceiling work

Metal works

 Electrification

Plumbing works

The estimated cost of the works following prior studies stands at FCFA 230,000,000 (Two hundred & thirty million francs CFA) Tax inclusive.

Works which form the subject of this invitation to tender shall be financed by AIVDP Government of Cameroon funds for the 2023 financial year

The maximum deadline for the execution of the works shall be 08 (eight) months from the date of issue of Service Order for the commencement of works.

Each bidder shall have to include in their tender a standard bid form indicating costs exclusive of all taxes and taxes included and work execution deadlines

Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting to FCFA 4,600,000 (Four million six hundred thousand francs CFA).

The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex).

The bids shall be opened in a single phase., The administrative, technical and financial bids shall be opened on 18/04/2023 at 11 o'clock., local time by the AIVDP Special Tenders Board in the AIVDP Project Conference Room in' Buea, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

v Absence of a bid bond

v Absence or non-conformity of an administrative document within 48hours after bids opening

v False declaration or falsified document

v Uncertified diploma(s) of personnel

v Insufficient financial capacity

v Lack of proof attesting to the previous execution of contracts of similar nature

NB; All certified documents must be done by competent authorities

Essential Criteria

The following binary mode of evaluation shall be used:

The non-respect of three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' during the detail evaluation of the technical offers shall be retained for financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
