Within the framework of the 2023 Public Investment Budget, the Mayor of EBONE, Contracting Authority, hereby launches an open national invitation to tender, in Emergency Procedure for THE CONSTRUCTION WORKS OF A MINI SOLAR POWER PLANT IN MANGAMBA IN THE EBONE SUBDIVISION, MUNGO DIVISION, LITTORAL REGION,

The various supplies to be done are contains and had been mentioned in the specific technical clause (CCTP) attached to the tender document. It concerns the extension of the existing network and the construction of the High Voltage /Low voltage (HV/LV) line.

The services of this contract include for each lot are:

- PRELIMINARY ACTIVITIES;

- PHOTOVOLTAIC FIELD;

- EQUIPMENT OF THE TECHNICAL ROOM;

- DISTRIBUTION AND SUPPLY. 

Participation in this invitation of tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.  

These works are financed by the Public Investment Budget of MINEE, part of the fiscal year 2023, for an estimated amount of:

The file may be consulted during working hours at the EBONE Council or Mungo Divisional Delegation of public Contract as soon as this notice is published.

The tender file can be obtained as from the publication of the present invitation to tender at EBONE Council, upon presentation of Municipal receipt attesting the payment of a non-refundable sum of seventy-five thousand (75 000) FCFA, at the Ebone Municipal recipe.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to the Ebone Council Office, not later than 25/04/2023 2023 at 11 O’CLOCK local time and should carry the inscription:

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be one Six (06) month, as from the date of notification of the service order to start the works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 1 000 000 Francs CFA valid for forty (140) days beyond.

Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

• They must not be older for more than three preceding the original date of submission must have been established after the signing of the tender notice.
• Administrative documents must be produced in the original or certified true copies.
• The different parts of the file must be separated by color dividers, both in the original and in the copies.
• Any document stamped with the tax will also be stamped with the communal receipt of the Manjo Council.
• The absence of one of the mentioned above will result in the systematic rejection of the offer 48 hours after opening of the bids.

A request for the submission of a bid bond, even if certified, means

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be do opened on 25/04/2023 at 12 O’clock by the Tenders Board attached to the Ebone Council Office  in the Conference hall.Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers

Eliminatorycriteria

a) Absence of Bid bond;

b) Absence 48 hours after offers deposit, less than one piece of administrative offer except Bid bond;

c) Non-conformity 48 hours after offers deposit, less than one piece of administrative;

d) False declaration in the Tender file of the Bidder no matter the file; For This effect the contracting authority and DCTB has the reserves and right to authentify all the documents which seems not to correct.

e) Non acceptance of contract such as (CCAP et CCTP not paraphed, not signed and dated at the end);

f) Incomplete technical offers for absence of:      

• Site visiting report ;
•  Works Conductor having qualification requires in Tenders invitation;

• Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.

g)    Nonexistence in technical offers of the aspect « organization, methodology et planning » ;

h)    Omission of one quantified price in the BPU and DQE;

i)     Incomplete financial offers for absence of suitable pieces:

• Submissionletter ;
• Unitaries prices bordereau (BPU) according to the model with HTVA prices in chiffers and letters;
• Quantitative and estimative détail (DQE);
• Unitariespricesunderdetails;

j)     Non satisfactory of 29 Yes /38 or less than 76% of Essential Criteria.

 Essential Criterias :

i)      References of the Enterprise ;

ii)    Availiability of materials and Essential Equipment;

iii)   Experience of supervisory personnel ;

iv)   Methodology and Planning of Execution.

Each file declared technically conform most satisfy all eliminatory criterias and have at least 29 yes/38 there for 76% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the Technical file.

The Mayor of Ebone, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during one hundred fifty (150) days, from the deadline set for the submission of tenders.
