As part of the maintenance and repair of the vehicles of the vehicle fleet of the Gyneco-Obstetrics and Pediatric Hospital of Douala, the General Management has undertaken to set up a technical monitoring of the fleet. The purpose of the Call for Tenders is to provide the supply and replacement of parts of the ambulance registered CA6561D at the Technical Department of the Gyneco-Obstetrics and Pediatrics Hospital of Douala.
To this end, the Director General of the Gyneco-Obstetrics and Pediatrics Hospital of Douala, (Contracting Authority), is launching a national call for tenders open under an emergency procedure, in order to recruit for the 2023 financial year a service provider for ensure the supply and replacement of parts of the ambulance registered CA6561D of the Gyneco-Obstetrics and Pediatrics Hospital of Douala. The performance period for the services is forty-five (45) days.
The services which are subject of this Open Invitation to Tender in emergency procedure include THE SUPPLY AND REMPLACEMENT OF PARTS OF THE AMBULANCE REGISTERED CA6561D, according to the prescription of the Terms of Reference.
The estimated cost of the operation following prior studies stands at 15 000 000(fifteen million) CFA.

The maximum period provided by the Project Owner for the performance of the services covered by this call for tenders is Forty (45) days.
Under penalty of rejection, each bidder must attach to his administrative documents, a bid bond established by a first-rate bank or by an insurance company approved by the Ministry of Finance and whose list appears in document 10 of the DAO of an amount of 300,000 (three hundred thousand) CFA francs with a validity period of 120 days from the date of submission of the Offers.
The administrative documents, the technical offer and the financial offer must be placed in different separate envelopes and delivered under seal.
Under penalty of rejection, the other documents of the administrative file required must imperatively be produced in originals or in copies certified as true by the issuing department, in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must necessarily date from less than three (03) months preceding the original date of submission of tenders or have been drawn up after the date of signature of the Notice of Invitation to Tender.
Any incomplete bid in accordance with the requirements of the Call for Tenders Dossier will be declared inadmissible. In particular the absence or non-compliance of the bid bond issued by a first category bank approved by the Ministry of Finance.
Bids will be opened at one time during the same session.
The opening of tenders (technical and financial administrative) will take place on 27/06/2023 at 1 p.m. sharp, local time, by the HGOPED Internal Procurement Commission in the HGOPED proceedings room.
For the comparison of the tenders, the criteria here after will be taken into account.
Eliminatory criteria
They include:
- Absence of a bid bond at the opening;
- False declaration or falsification of document;
- Absence of one of the documents in the administrative file 48 hours after opening;
- Description of supplies unsigned, uninitialled, undated and stamped on the last page;
- CCAP not initialed on each page and undated, unstamped, unsigned on the last page;
- The uninitialled, unsigned, undated and unstamped DQE, on the last page
- Number of yeses less than 3 out of 5

The evaluation will be made first on the eliminatory criteria and then on the essential criteria. The Contracting Authority will award the contract to the tenderer whose tender has been recognized as essentially compliant with the stipulations of the Call for Tenders File, having the technical and financial capacities required to perform the services satisfactorily, totaling at least 3 YES out of 5 and whose offer has been evaluated as the lowest price, including, where applicable, the discounts offered.
Bidders shall be bound by their bids for ninety (90) days from the deadline set for the submission of bids.
