Within the framework of the Execution of the 2023 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER NO 03710NIT/SWR/SWRA/ITB/BUEA /2023 OF 26/05/2023
THE CONSTRUCTION OF SOLAR POWERED BOREHOLE WITH AN OVERHEAD TANK AT MFAITOK II MILE 18; IN MAMFE CENTRAL SUB-DIVISION, MANYU DIVISION
The works that are subject of the present tender consist of:
- Preliminary works; Drilling works;
- Design-Cleaning and Development-Pumping test;
- Superstructure (Tank, tower)
Supply and installation of Solar Panel & Solar Pump;
- Maintenance System / training.
The total estimated cost of the borehole after preliminary studies is Twenty-One Million (21,000,000) FCFA
The works for this project is in one (01) lot. 5.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts
Works which form the subject of this invitation to tender shall be financed by Regional Assembly 2023 Investment Budget. Imputation 220150

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building not later than19/06/2023 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
Envelop A : administrative documents;, Envelop B : technical offer; Envelop C: financial offer.
These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution deadline of the work shall be 03 (Three) months from the date of notification of Service Order for the commencement of works
Each bidder must include in its administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the Tender File, and of an amount of Four Hundred and Twenty Thousand (420,000) CFAF, and which shall be valid for Thirty (30) days beyond the date of validity of the bids

"To be opened only during the Bids Opening Session'
The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 19/06/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- Absence of bid bond;
- False declaration or falsified documents;
- Omission of a quantified task on the bill of quantities and cost estimates;
- Non satisfaction of at least 70% of the main qualification criteria.
i. Essential criteria
- General Presentation, compliance with the model bid.
- Methodological approach and relevance of proposed solutions;
- References of the bidder (experience of at least three (03) years in similar works)(attach proof)
- Availability of material and essential equipment
- Absence of administrative documents 48hrs after notification
- Experience of key supervisory staff
- Financial capacity, Twelve Million (12.000.000 FCFA);
Turnover, Access to credit or other financial sources fifteen Million (15.000.000 FCFA)
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
