The General Manager of the Douala Gyneco-Obstetric and Pediatric Hospital launches this National Invitation to tender through for the supply of apartial repair of slabs.

The services related to the present invitation to tender are for the rehabilitation of infrastructures (2nd phase, treatment of walls, painting work and treatment of balusters) and ensure the repair of damaged walls    whose nature is described as indicated in the Supply Description.

Based on Preliminary studies the estimated cost stands at: thirty-five million (35 000 000) FCFA,

The expected delivery time is fourty-five (45) days as soon as the service order to begin deliveries will be issued and common agreement on the delivery schedule between the supplier and the contract’s engineer.

Participation to the present Invitation to tender is opened to contractors based in Cameroon

The services concerned by this invitation to tender shall be financed by the Current Budget of the Douala Gyneco-Obstetric and Paediatric Hospital, financial year 2020, on the budgetary head N° 202304711730067612121.

Each offer drafted in English or French in seven (07) copies including one (01) original and 06 (six) photocopies marked as such, should reach the Public Contract Service of the Douala Gynaeco-Obstetric and Paediatric Hospital (DGOPH), PO Box: 7 270 Douala tel: 233 504 300/233 504 309, on the 29/06/2023 at 12 noon local time, and should bear the inscription:

“TO BE OPENED ONLY DURING EVALUATION SESSION”

Each bidder must attach to his administrative documents, a bid bond established by a bank of first order or an insurance company approved by the Ministry in charge of finance whose list appears in part 10 of the tender file, of an amount of: seven hundred thousand (700 000) FCFA.

To avoid rejection, the administrative documents required, must be produced in originals or certified true copies issued by a competent administrative authority (Senior Divisional Officer, Divisional Officer) in accordance with the Special Conditions of the invitation to tender. 
They must not be older than three (03) months from the original date of submission of bids or must not have been established after the signing of the tender notice. 
Any incomplete offer in accordance with the regulations of the Tender file shall be declared inadmissible. In particular the absence of a bid bond issued by a well acclaimed bank or insurance company approved by the Ministry of Finance.

The opening of the bids will be done in one phase.
¶The opening of the administrative technical, and financial documents will take place on the 29/06/2023 at 1 p.m. prompt, local time by the Internal Tenders board for the award of public contracts of the Douala Gynaeco-Obstetric and Paediatric Hospital, in the conference room of the aforementioned Hospital.¶ 
¶ Bidders only are permitted to attend this session, or be duly represented by a person of their choice who at least have a perfect knowledge of their offers.

For the comparison of the tenders, the criteria here after will be taken into account.

 Eliminatory criteria

They include:

• The absence of bid bond at opening;
• False statements or the presence of a falsified or non-genuine document;
• To be under suspension in public markets; 
• Falsified document or forgery of documents;
• The absence of technical data sheet for the equipment to be supplied and installed;¶
• Absence of one of the administrative file after 48 hours.
• The cost and quantity estimation not initialed on each page, not signed  and dated at the last page
• Description of supplies unsigned initialed undated and sealed on the last page
• Special Administrative Clauses that are uninitiated and unsigned on the last page.
• Absence of a declaration of honor attesting that the performance of a previous contract has not been abandoned;
• Absence of site visit attestation with pictures. 

Essential criteria

The evaluation of technical bids will follows system based on the criteria below: 

The evaluation will first be done on the eliminatory criteria then on the essential criteria. The contract will be awarded to the bidder whose offer will comply to OIT and with the technical and financial capacities in order to supply the furniture in the best way and proposing the lowest financial offer including where necessary the proposed discounts.

Bidders shall be bound by their bids for ninety (90) days from the deadline set for the submission of bids.
