1.Objet New(Additif)

The Mayor of MANJO council, Contracting Authority, hereby launches at the account of the MANJO, a national invitation to tender (in emergency procedure) for the construction of MANJO council office.

The works, which shah be tendered for the construction of the materna! block, consists Preparatoryworks ; Wooden, Metalliccarpentry
- Banking ; Glaziery
- Foundations - earpentry ;
- Masonry Elevations ; Electricity ;
- Framework - Cover ; - Depiction
Plumbing — San itary - Covering
- Roads and different networks.

3.Participation et origine New(Additif)

Participation in this invitation to tender is open to companies specialised in public works located in Cameroon.

4.Financement New(Additif)

Supplies, which form the subject of this invitation to tender, shah be financed by FEICOM subvention,

6.Acquisition du Dossier New(Additif)

The file may be consulted and obtained from the council services (Tenders Service) located at MANJO as soon as this notice is published, against payrnent of a non-refundable sum of 200 000 CFA francs, payable at the MANJO council revenue service.

7.Remises des offres New(Additif)

Each offer drafted in English or French in 7 copies including the original and 6 copies marked as such, should reach the Mayor's office not lacer than 13/10/2023  at 11 AM and should carry the inscription:

8.Delai de Livraison New(Additif)

The provisional delivery deadline provided for by the Contracting Authority shah be six (06) months, including the possible constraints related to the site situation such as accessibility and climate conditions, from the date of notification of service order to start works.
It is due to the bidder to propose in his offer a carrying out calendar that goes in the deadline indicated above.

9.Cautionnement Provisoire New(Additif)

The offers should be accompanied by a bid bond issued by a first rate-bank approved by the Ministry in charge of finance of an amount of 2% of the predicted amount, that is 5 475 600 CFA Francs.

10.Recevabilité des Offres New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of finance and valid for sixty (120) days from the day of opening of bids. The amount of the bid bond is 5 475 600 CFA Francs.
Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (senior Divisional Officers, Divisional officers..I) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. They must obligatory not be older than three months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer without any appeal being entertained.

11.Ouverture des Plis New(Additif)

The bids shah be opened in one (01) phase.
The opening of the administrative documents, the technical and financial offers shah take place on the13/10/2023  at 12 o'clock local time in the council office. Only bidders may attend or be duly represented by a person of their choice.

12.Critères d'évaluation New(Additif)

Main eliminatory criteria
Administrative offer
1) Absence of a administrative document;
2) Counterfeitdocument;
3) Non conformity of a document after the 48 hours regular extension.
2- Technicaloffer
1) False declaration or counterfeit document;
2) Having not gather at least 80% of "Yes" in qualification criteria;

Financial Order
1) Absence of a sub-detail of a quantified task;
2) Omission, in the unit price memo or the estirnate, of the
price of a quantified task; N.B: The certified copies of the previously Iegalized documents will be systematically rejected.

Main qualification criteria
The criteria relations to the qualification of candidate are indicated as followed:
1) Access to a credit or other financial resources 10% TTC Yes/No;
2) Supplier'sreferences Yes/No;
3) Experience of supervisory staff Yes/No; 4) Availability of
material and essential equipment Yes/No;
5) Technical proposai (including methodology and expenditure schedule) Yes/No.

Unly Waters that technical otters have received at least 80% of " Y es" will have their financial offers analyzed.

 
13.Attribution New(Additif)

The contract will be attributed to the bidder whose:

  1. Administrative offer will be declared conform;
  2. Technical offer will be declared conform and have gathered at least 80% of "Yes" in qualifi c ati oncriteri a;
  3. Financial offer, after all corrections in conformity with the Particular Regulation of the invitation to tender, will be declared conform in relation to the Technical clauses of the invitation to tender, and classified the fewer proposition.
14.Durée Validité des Offres New(Additif)

Bidders will remain committed to their offers for ninetheen (90) days from the date set for the delivery of offers.

Complementary and technical information may be obtained at Manjo council. Project owner during working hours at Contracting Authority services.
