The Vice-Chancellor of the University of Bamenda is launching a National Open Call for Tenders in emergency procedure for the for the supply of basic laboratory equipment for the department of mining and
mineral engineering at the National Higher Polytechnic Institute (NAHPI) in a single lot.

The works consist of the supply of laboratory equipment including notably:
- Magnetic stirrer/agitator
- Binocular microscopes;
- Oven-driers;
- Global position system units
- Rocks & Minerals Test Kits
- Topographic and geologic maps of Cameroon
Detailed technical specifications of the items to be supplied are detailed in the tender
documents

The estimated cost after preliminary studies is 35,000,000 (thirty-five million) CFA francs ATI.

The work of this consultation consists of a single lot.

This Consultation is open to companies or groupings of companies installed in Cameroon and having experience in the supply of material and equipment for laboratories and workshops.

The works shall be financed by the 2021 autonomous budget of the University of Bamenda, head 244-463-580017-222204 - NAHPI

Contractors must submit their bids in seven copies (one original and six copies) to the office for Development, Physical Plant and Infrastructure, Bambili campus of the University of Bamenda, on or before the _22/09/2021_ at 10:00 am prompt. The envelope containing the bids should carry the inscription:

The maximum deadline provided by the Project Owner for the execution of the works is Two (02) months.

Each bidder must include in his administrative documents, a bid bond issued by a financial institution approved by the Ministry in charge of finance of an amount of 700,000 (seven hundred thousand) CFA francs.
The bid bond should be valid for thirty (30) days beyond the date of validity of bids.

Administrative documents must be less than three months old and must not be signed after submission of the bids. Only originals of the required administrative documents or copies certified by the issuing service or administrative authorities (Senior Divisional
Officers, Divisional Officer, etc), including the bid bond, should be produced. Any bid which does not conform to the prescription of this invitation to tender shall be declared inadmissible, hence rejected.

All the bids will be opened in a single phase at the University of Bamenda by the Internal Tenders Board on the _22/09/2021_ at 11:00 am.
Only bidders may attend the opening session or be represented by a person of their choice duly authorized.

Evaluation criteria
a. Eliminatory criteria
- Absence or non-conformity of an administrative document that cannot be regularized after 48h
- Absence of the bid bond
- False declaration or forged documents
- To have abandoned the execution of a public contract in the last three years
- Non satisfaction of at least 75% of the essential criteria
b. Qualification criteria
- The presentation of the bids
- The references of the bidder for similar jobs ;
- The quality of the after-sales service;
- The prospectus showing the technical specifications of the equipment to be
supplied ;
- The attestation of financial capacity;
- The execution programme indicating the maximum deadline ;

The Contract shall be awarded to the bidder whose bid, meeting the technical and
administrative requirements; has been evaluated as the lowest.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of the bids.
